Welcome to the Kelsale-cum-Carlton Neighbourhood Plan webpage. This is designed to be a key communications tool during the process and allow direct feedback via the comments section available on certain pages. Like many historic coastal villages, Kelsale-cum-Carlton’s heritage interest and local environment setting are its defining assets, and local residents are both proud and protective of those features that give the village its sense of place and sense of identity.

The Kelsale-cum-Carlton Neighbourhood Plan is a community-led document for guiding the future development of the parish. This plan is our community’s opportunity to shape and guide development that will take place in our area up until 2036, and make sure that it is appropriate to our needs and aspirations. If successful at referendum it will become part of the statutory development plan for the area.

Background to Kelsale-cum-Carlton Neighbourhood Plan process

The introduction of neighbourhood planning is part of wider challenges to the planning system in the Localism Act 2011. The Act aims to shift decision making from central government to communities and councils. neighbourhood planning helps town and parish councils to prepare a plan for their area, in close consultation with residents, businesses and other local organisations. Neighbourhood Plans are for the social, economic and environmental wellbeing of everyone in the community.

Work on the Neighbourhood Plan has been suspended until there is clarity on the impact of a new Local Plan being agreed by Secretary of State.

The following documents were prepared and used prior to a new Local Draft Plan being bought forward.

The area covered by the proposed Neighbourhood Plan was confirmed on the 2nd November 2017 by the Suffolk Coastal District Council’s Cabinet Member for Planning, Cllr Tony Fryatt. A copy of a map confirming the area covered is available here for viewing and downloading and will open in a new page.

The Local Planning Authority sought the view of Natural England in respect to the Council’s application to develop a Neighbourhood Plan and their response is available here and will open in a new page.

A Neighbourhood Plan Engagement Weekend was held in May 2018. During the weekend a considerable amount of research was undertaken with interactive sessions being held to gather a baseline data. The results of this are summarised here and are available to view or download. The analysis will open in a new page.
